The Welsh Harp Sailing Association is the governing body for all the clubs and sailing organisations using the Welsh Harp reservoir. It is supported by a capitation fee contained within the membership fees paid by club members. The WHSA committee is comprised of representatives from the clubs and has an elected Commodore, Treasurer and Harbour Master et al.
The WHSA undertakes works, such as maintenance of the pontoons, slipways, grassy areas and boat parks, associated with the site at the Birchen Grove end of the reservoir. All positions are voluntary and a voluntary 'Tuesday Team' carries out all works within its capabilities. Costs of running the site and rents due to the Canals and River Trust are managed via the capitation fee.
